Two Ugandan Bishops recently visited Washington to appeal for non  violent implementation of this new US law ( public law No: 111-172: the Lord's Resistance Army Disarmament and Northern Uganda Recovery Act  of 2009) which is meant to bring peace to areas where the Lord's Resistance Army (LRA) has spread terror for years.  Armed with findings, recommendations and conclusions from a recent Congresses on Peace held in Dungu in the Democratic republic of the Congo (DRC) and conferences of religious leaders on the LRA Issue in Kisangani,  the Right Rev. MacLeaord baker Ochola II , the retired Anglican Bishop of the Diocese of Kitgum  and the Most Rev. John Baptist Odama, Catholic Archbishop of Gulu, both from Northern Uganda, personally presented these findings to members of Congress as well as  staff at State Department and others in the administration.

They offered prescriptions to chart a way forward that prioritizes and creatively explores non violent actions in resolving this conflict, appealing that any use of violence, no matter how focused and precise, would not break the cycle of violence that continues to plague the region.  Unfortunately most of those they interacted with were becoming "fatigued" with their appeals for non violent alternative and means of conflict resolution, thinking that they have exhausted all options in dealing with LRA.    Their challenge is that peace has never been given a chance to succeed.
