AFJN Signs Global Statement on Uganda |

In a statement released last week, 45 global NGO's called for support for the peace process in northern Uganda. As a signatory to this statment, AFJN asks world leaders to put peace as the priority and to ensure voluntary and safe return of internally displaced persons (IDP's). Several final recommendations were made in the statement, each calling on different stakeholders to play their part in resolving the conflict in northern Uganda:
• To all stakeholders: Remain committed to the peaceful resolution of the conflict
and take all precautions to avoid a resumption of hostilities.
• To the Government of Uganda: Ensure the rights of IDPs are upheld in line with
Uganda’s IDP Policy, including the rights to protection and to free, informed and
voluntary movement.
• To the Government of Uganda: Utilize the opportunity created by the Juba
negotiations to facilitate a broader reconciliation process that addresses
Uganda’s history of national division and cyclical violence.
• To the LRA: Immediately release all children and women from rebel ranks.
• To donors and the Government of Uganda: Provide a significant increase in
resources to facilitate the return process for displaced people while continuing to
provide emergency assistance in war-affected areas, in line with the Peace,
Recovery, and Development Plan recently launched by the Government of
Uganda.
• To donors: Continue providing support to the Juba negotiations process.

On Saturday, October 20th, AFJN walked alongside about 100 young people in this year's GuluWalk in Washington, DC. Doning bright orange t-shirts and marching down the middle of Pennsylvania Avenue, the participants sought United States support for the peace process in northern Uganda. After over 21 years of war, it is imperative that the US put their full weight behind the peace talks, drop any military rhetoric for ending the conflict, and provide humanitarian assistance to those who need it most.
This year, GuluWalk took place in nearly 100 cities in 15 countries worldwide. GuluWalk is also a means of raising money for youth rehabilitation programs on the ground in Uganda. It's not too late to make a donation to GuluWalk! Please visit the GuluWalk website to donate or for more information.

AFJN Discusses Restorative Justice with Bigombe |

On October 4th, AFJN Staff and Interns met with Betty Bigombe to discuss restorative justice. Bigombe, currently a Senior Fellow at the United States Institute for Peace, is renowned for her mediation efforts in northern Uganda. Since the early 1990's, Bigombe has sought to end the insurgency in the north by engaging in dialogue with the Lord's Resistance Army (LRA) and the Government of Uganda.
AFJN has begun a series of new focus campaigns, one of which is restorative justice. We invited Ms. Bigombe to join us for lunch and to discuss traditional means of resolving conflicts, particularly in northern Uganda. She expressed deep concern over the debate between criminal justice (punishment through the International Criminal Court) and transitional justice (punishment through ceremonial recompense, such as Mato Oput, within a community). Bigombe highlighted the need for both forms of justice in resolving the conflict of the north.
