New Child Soldier Bill Draws Attention to Global Tragedy |

Senator Richard Durbin (D-IL) introduced the Child
Soldier Accountability Act of 2007 to the Senate last week. The Act allows for
any person in the United
States who is found guilty of recruiting, enlisting,
or conscripting child soldiers in any country, to be fined or deported if he or
she is not a citizen, or to be sentenced to up to 20 years in prison if he or
she is. Furthermore, if the offense caused death, the person can be imprisoned
for life.

Betty Bigombe, Jennings Randolph Scholar at the U.S. Institute
of Peace (USIP), led an event entitled Child Soldiers: New Evidence, New
Advocacy Approaches on June 1, 2007 at the USIP. Experts in the field discussed
new ways of understanding the problem, the effectiveness of current
reintegration programs and strategies for their improvement, as well as
challenges in preventing the problem.

Amongst many male child soldiers there are female child soldiers with stories that are not being told. Not enough attention is being given to  females who have been recruited into armed forces. Although it is true that the percent of boy soldiers is higher than that of girl soldiers, in certain armed forces like the LRA (Lord’s Resistance Army), 30% of child soldiers are female. Globally, female soldiers are estimated to make up 40% of all child soldiers. The international community continues to believe that boy soldiers considerably outnumber girl soldiers and casts a blind eye on the many roles of female fighters. Not all of these girls act primarily as sex slaves; many of them are fighters on the frontline. Their stories are important and their rehabilitation is necessary for bringing peace to war-torn regions.
